Zhang Daoxin, an environmental engineer of China Chemical Pharmaceutical Industry Association, said that the production of chemical raw materials is generally characterized by a large input-output ratio, low product output rate, and a large amount of pollutants. The types, characteristics, and quantities of pollutants produced are directly related to the raw materials, technological processes, technological conditions, outputs, and management level. It is characterized by many kinds of pollutants, few single types (low economic utilization), biological toxicity, high concentration, irregular discharge, discontinuity and imbalance, and difficult biochemical treatment. "The treatment of high-concentration wastewater has always been a difficult problem that plagues the production and development of chemical raw materials."

It is understood that the wastewater sources of chemical raw materials include workshop process water, equipment and pipeline cleaning waste water, waste water generated from solid-liquid separation in drug extraction or refining process, cleaning water for workshop staff, and domestic waste water in the factory area, etc. At the same time, the sources of wastewater also include boiler sewage and discharged cooling water, etc. In the wastewater of enterprises, the components of all materials used in the production process are dissolved in the wastewater, including pharmaceutical intermediates, unknown substances, and target substances (residual products). It also includes new substances of wastewater under mixed aerobic and anoxic conditions.

In the national water special investigation, the pharmaceutical enterprises' compliance is worrying. The number of pharmaceutical enterprises that can reach the new standard limit of water pollutant discharge in the pharmaceutical industry is quite small. The compliance rates of pharmaceutical wastewater from chemical synthesis, fermentation, and preparation are 9%, 12%, and 30% respectively.
