全国各地に整備された公共ホール・劇場、美術館などの文化施設では、演劇や音楽、ダンスなどの各種公演、ならびに美術作品の展覧会など、芸術を表現し、公開する事業が活発に開催されている。しかしながら、こうした事業や活動は、すでに芸術や文化に関心のある市民を対象にしたものであることが多い。
これからの地域文化施設においては、こうした活動に加え、芸術や文化を地域の中に広め、できるだけ多くの市民に親しんでもらえるような取り組みも重要な要素である。芸術を一部の限られた人々のものとするのではなく、文化施設と地域や市民の垣根を低くし、芸術を未体験の人々に提供し、芸術への理解を促進する「芸術普及活動」は、将来の観客を育成する上でも重要な役割を担うものであり、とりわけ、自治体の設営する公立の文化施設においては、この芸術普及活動は、今後ますます重要なものになると予想される。
そこで本調査研究では、地域文化施設における芸術普及活動の現状を把握するとともに、その課題を明らかにしたうえで、今後の地域文化施設の目指すべき方向性を検討することを目的としている。
