1項“From the moment on surrender the authority of the Emperor and the Japanese Government to rule the state shall be subject to the Supreme Commander of the Allied Powers who will take such steps as he deems proper to effectuate the surrender terms.”
外務省訳「降伏の時より、天皇及日本国政府の国家統治の権限は降伏条項の実施の為、其の必要と認むる措置を執る連合国最高司令官の制限の下に置かるるものとす」
陸軍訳「連合国最高司令官に隷属する」

4項“The ultimate form of Government of Japan shall in accordance with the Potsdam Declaration be established by the freely expressed will of the Japanese people.”
外務省訳「日本国の最終的の政治形態はポツダム宣言に遵ひ日本国国民の自由に表明する意思に依り決定せらるべきものとす」

4項は以下のポツダム宣言12項を受けている。
